served in the think-tank group of President of the Turkish Republic of Northern Cyprus Rauf Denktas (1995-96) and worked as an advisor to the Minister of National Education and Culture (1999-2001). In 2004, he was the head of the Central Bank and Financial Institutions Team at the Cyprus negotiations between the Turkish Cypriots and the Greek Cypriots and in 2008, he was the head of the Economics Committee, one of the six committees, covering all aspects of economics.Prof. Bicak attended the “Training session/workshop for experts for agency reviews” organized by the European Association for Quality Assurance in Higher Education (ENQA) in 2010 and his name is listed in the ENQA pool of trained reviewers.
In 2012, Prof. Bicak was an observer in the review panel, accrediting the Commission for Accreditation and Quality Assessment of Serbia (CAQA).Prof. Bicak was ellected as a Board Member of the Network of Central and Eastern European Quality Assurance Agencies in Higher Education (CEENQA) in 2012 and represented the Organization at Yerevan at a European Project and at the International Network for Quality Assurance Agencies in Higher Education (INQAAHE), Quality Assurance Networks’ Meeting in Taiwan (2013) and in Chicago (2015).During the last 8 years, Prof. Bicak carried out more than 35 program and institutional reviews, in most cases chairing the international experts’ review team, in several countries mainly in Saudi Arabia, Bahrain, Kosovo, Lebanon and Turkey. Some of the universities that Prof. Bicak reviewed were King Fahad University of Petroleum, King Saud and Umm Al-Qura Universities in Saudi Arabia, University of Bahrain, Bahrain University College, Bahrain Polytechnic in Bahrain, University of Mitrovica and Globus University College in Kosovo, Beirut Arab University in Lebanon, Koc University in Turkey.
